“THE CONTACT OWNS A 2011 HEARTLAND LANDMARK OAKMOND TRAILER. THE CONTACT STATED THAT THE BRAKES WOULD NOT ENGAGE WHILE DRIVING AT SPEEDS OVER 20 MPH. THE CONTACT ALSO STATED THAT THE TRAILER WAS TOO LARGE FOR THE BRAKES.”
